This position is in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of Global Affairs (OGA), Office of Pandemic and Emerging Threats (PET), located in Washington, District of Columbia.
Duties
The purpose of this position is to serve as a strategy officer and member of the PET senior management team. You will provide expert advice and consultation to the PET Director and Deputy Director on strategic planning and policy, budget, and communication strategies to advance the mission of PET, OGA, and HHS and USG strategic priorities. Your daily duties will include:
Providing expert-quality formal and informal reports that address vital issues, multi-functional study and analytical approaches, expert-level findings, and cogent, substantive recommendations that are primarily used as the basis for key executive-level management decisions.
Researching and evaluating key public health policies that are central to the Department's mission.
Serving as special projects officer and conducting comprehensive research, review, and analyses on a wide variety of complex staff papers that address complex multi-functional issues.
Planning, developing, and implementing strategies related to external affairs and collaborating across PET to integrate external affairs with effective strategic planning, communications, and global health security policy.

Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:
GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
Developing and/or implementing policy initiatives designed to improve international public health programs.
Participating in bilateral and multilateral efforts to advance global health security objectives.
Conducting comprehensive research, review, or analyses on international public health-related management programs to address multi-functional issues.
Serving in groups with responsibility for reviewing and developing public health policies, procedures, and guidelines.
