This position is in Washington, DC in the USAID Annex, 500 D Street SW, in the Bureau for Global Health, Office of HIV/AIDS, Priority Populations, Integration and Rights Division at the U.S. Agency for International Development (USAID).
Duties
Provides administrative and technical supervision necessary for accomplishing the work of the Branch, including professional employees performing work at the FS-1/GS-15 levels and below.
Serves as the Agency senior technical expert in PEPFAR Orphans and Vulnerable Children (OVC) programming, formulates policy and programming guidance for strategic program planning for a region, a national program or mission.
Provides specialized expertise to USAID Regional and Functional Bureaus and to Missions in designing and monitoring policies, strategies, and programs in OVC programming.
Advises USAID Missions, PEPFAR country teams and host-country governments on emerging practices, new developments and the most effective approaches to OVC issues in a region or country.
Articulates the benefits of interventions to effectively reach specific target audiences, from high-level government and opinion leaders to technical audiences and community groups.
Interacts with and influences host governments, PVOs/NGOs, bilateral, multilateral and foundation donors in joint efforts to identify and implement policies that strengthen and improve PEPFAR’s OVC programs.
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Time in grade must be met by the closing date of the vacancy announcement.

- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
Qualifications
Specialized Experience:
GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: a) providing leadership and strategic directions to advance and manage program goals and outcomes for Orphans and Vulnerable Children (OVC) programs in low or lower-middle income, for USAID, PEPFAR or U.S. government (USG) programs; AND b) experience in advising USG, host-county or external stakeholders in socio-economic programming for Orphans and Vulnerable Children programming in low or lower-middle income countries; AND c) designing and managing donor funded activities relevant to orphans and vulnerable children programming in low or lower-middle income countries.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
