Duties

As the senior expert advisor and technical authority on malaria case management, monitoring, surveillance, and research, formulates policy, ensures the technical integrity of, and provides guidance for, USAID/PMI’s investments in these areas. Conceptualizes strategic direction, priorities, and new policies for the USAID/PMI investment portfolio including providing oversight, direction, and monitoring for central projects and reporting on the impact of USAID/PMI’s malaria investments. Oversees and supervises the strategic planning, work, and team functions of the Case Management, Monitoring and Evaluation and Operational Research Branch, and participates as a key member of GH, ID, PMI, and Malaria Division Leadership. Provides expert technical leadership, policy, and program guidance in malaria to Missions and host country governments and liaises regularly within GH and with Regional Bureaus working in global health. Coordinates, influence, advises, and engages in malaria-related policy dialogue with donors, major global health organizations, and external partners. Represents the Agency to USG stakeholders to advance policy and implementation objectives, including leading meetings with GH and USAID leadership, CDC, other agencies involved in global health, and Congress.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. Specialized Experience: GS-15: In addition to the Selective Placement Factor, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Qualifying specialized experience includes: a) Planning, implementing, monitoring and/or evaluating elements of maternal and child health, malaria, or other civilian, nongovernmental, or private sector-based infectious disease development assistance programs at the global, regional, and national levels in direct support of Ministries of Health in low-and middle-income countries; and b)Coordinating and collaborating with a wide range of stakeholders on civilian-based, non-governmental, or private sector-based maternal and child health, malaria, or other infectious disease programs including host country governments, research organizations, academia, international or local NGOs, civil society, communities, and multilateral organizations working in low or middle- income countries; AND c) Design or management of civilian, non-governmental, or private sector-based maternal and child health, malaria, or other infectious disease development assistance projects in direct support of Ministries of Health in low-or middle-income countries. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration. SELECTIVE PLACEMENT FACTOR: Do you have multi-country experience in the implementation, monitoring, or evaluation of civilian, non-governmental, or private sector-based maternal and child health, malaria, or other infectious disease development assistance programs, in direct support of Ministry of Health programs at national scale in low-or middle-income countries overseas? Your resume must demonstrate this experience with specific examples of global health development assistance work in one or more of these technical areas? NOTE: Your resume must demonstrate this advanced experience and knowledge with specific examples of global health development assistance work in one or more of these technical areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. In addition, a well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Therefore, selecting officials will document the job-related reason(s) for qualification determinations without selective and quality ranking factors.
