This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Africa, Office of Sustainable Development (AFR/SD), at the U.S. Agency for International Development (USAID).

Duties

Manage the daily operations of a Health Team of 19 positions through guiding team strategy, updating staff on Agency policy changes, and generally tracking staff roles and responsibilities. Plays leadership role in the conceptualization, design, documentation, and management of USAID health programs for the Africa Bureau. Identifies issues, constraints, and opportunities to address health needs in Africa, dialoguing with African regional institutions, PVOs/NGOs, donors, USG institutions, think tanks, Congressional staff, and others. Advises senior Bureau management on key issues/constraints to USAID health programs in the region. Liaises closely with USAID Global Health leadership. Prepares or oversees the preparation of Africa Bureau briefing materials, project papers, project agreements, project authorizations, Congressional notifications, and implementation letters. Consults with appropriate internal and external organizations on best practices within the public health area.

Qualifications

Specialized Experience: GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:(a) applying the principles, concepts, methods, and techniques of public health administration to provide expert advice to program and project administrators and managers; (b) leading analysis and improvements in financial management of programs and projects; and (c) providing technical or managerial oversight to staff implementing strategic information, data analytics and data use programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
