Duties
Provides financial management system services, project management and broad operational remediation work for the mission area.
Monitors performance measurement and financial management information indicators for assessing the operational health of the audit readiness of the organization and the accounts managed.
Anticipates obstacles and addresses them to ensure timely and accurate delivery of information, products, and services.
Applies an expert knowledge of project management concepts, principles, analytical and evaluative methods and practices in order to evaluate the project management maturity of key DFAS initiatives.
Prepares and coordinates staff papers describing needed regulatory and systems changes based upon an objective analysis of these problems and their potential or actual impact upon Enterprise-wide finance and accounting operations.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Performing financial or accounting systems analysis; identifying issues and recommending solutions or workarounds to support the daily operations of financial or accounting systems; providing testing and configuration management support; providing audit support; drafting software requirements documents; supporting the development, deployment and information assurance of financial/accountings systems; ensuring Information Assurance system compliance with directives; conducting risk assessments pertaining to RMF controls, performing Information Assurance testing and continuous monitoring of a financial or accounting system; and experience which demonstrates substantive knowledge of financial management principles.
