This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Consumer Support Group (CSG), Division of Assister Programs (DAP).
As a Supervisory Health Insurance Specialist, GS-0107-14, you will lead and coordinate program and policy development in the area of Marketplace in-person enrollment assistance programs.
Duties
Plans work to be accomplished by staff, sets priorities, and prepares schedules for completion of work.
Reviews, analyzes, and evaluates pertinent aspects of Marketplace in-person enrollment assistance program components, including the Navigator, Counselor Designated Organization (CDO), and Enrollment Assistance Personnel (EAP) programs.
Manages a variety of high priority special projects involving CMS components, HHS, federal agencies, and external stakeholders, providing leadership and direction for constructive communication and effective collaboration.
Consults and advises on policies, procedures, and critical issues that have a major impact on the implementation of Marketplace in-person enrollment assistance programs.
Provides strategic, long- range business planning for the implementation and operations of Marketplace in-person enrollment assistance programs.

In order to qualify for the GS-14 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Developing implementation plans for grant or cooperative agreement programs related to health care or health coverage;
2) Overseeing grant or cooperative agreement program policy and operations; AND
3) Leading a project or team by overseeing the progress of projects or other work assignments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
