You will serve as a HUMAN RESOURCES SPECIALIST on the PAY RESOLUTION TEAM of OCHR NORFOLK OPERATIONS CENTER.
Duties
You will serve as a processing expert on processing complex pay action and conduct review of personnel actions from HR assistants.
You will review personnel actions for accuracy (e.g. appropriateness of regulatory authority and remarks), resolve discrepancies and missing information.
You will perform research on complex processing topics and the impact of implementing and processing personnel actions IAW settlement agreements.
You will ensure processing staff is consolidating, updating, and uploading of documents in a timely manner to employees' e-OPF.
You will process a full range of recurring types of official personnel actions such as accessions, separations, position and pay changes.
You will utilize HR information systems such as Defense Civilian Personnel Data System (DCPDS) and interface with Defense Finance and Accounting Service (DFAS) to analyze and resolve issues.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-09 Requirements
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing, interpreting, and applying a wide range of laws, Executive Orders, regulations, concepts, and human resources policies and procedures in coding various personnel actions; 2) Processing complex pay actions ensuring appropriate regulatory authorities/remarks, and identifying and resolving various pay issues; and 3) Leading junior processors in utilizing automated human resources and workload management systems to process personnel actions.
GS-07 Requirements
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying a wide range of laws, Executive Orders, regulations, and human resources policies in coding various personnel actions; 2) Processing pay actions ensuring appropriate remarks, and 3) Collaborating with team members in utilizing automated human resources systems to process personnel actions.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09 Level
- Master's or equivalent graduate degree, or
- Two (2) full years of progressively higher-level graduate education leading to such a degree, or
- LL.B. or J.D., if related
GS-07 Level
- One (1) full year of graduate level education, or
- Superior Academic Achievement
