The purpose of this position is to serve as the Chief of IT Services to the Department of the Air Force Director of Public Affairs, Principal Deputy Director, Deputy Director for Space, and Director of Staff in directing SAF/PA activities and ensuring proper execution of communicating information to maintain and strengthen the morale and readiness of personnel.

Duties

Integrates SAF/ PA IT architecture with strategic plans; assesses policy needs and develops policies to govern IT activities; provides policy guidance to IT management, staff, and customers and defines current and future business environments. Evaluates SAF/PA missions, goals, plans, programs, and business processes to develop an enterprise IT architecture plan. Conducts analysis of SAF/PA projects for consistency with the overall IT architecture and infrastructure and relative contributions to meeting business requirements. Applying IT experience, analyzes major Air and Space Force database architectures to identify and determine alternative ways to achieve the best mix of Strategic Communication/Public Affairs information technology support for major mission and operational plans.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Position is centrally managed by the Cyberspace and Information Technology CTF.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes application of advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency while provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues. Ability to perform feasibility studies, perform cost analysis review, develop investment plans, and recommend a best course of action along with suitable alternatives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Understand IT principles, methods, and practices for systems integration and database architectures; IT systems development life cycle management concepts; performance monitoring principles and methods; quality assurance principles; technical documentation methods and procedures; systems security methods and procedures; analytical methods. Oral and written communication techniques principles, methods, practices and techniques of information technology with expertise and practical experience in all facets of Database Management and Public Affairs activities and operations; and in-depth knowledge of overall operations, public law, policies, governing directives, precedents and relationships applicable to administering Public Affairs programs, activities and operations and stratifying requirements, strategies and assets to perform the mission. In-depth knowledge of Strategic Communication and Public Affairs missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DOD organizations. Ability to evaluate and assess program effectiveness at all echelons of command, prepare reports on accomplishment of program objectives, lead a detailed planning effort, and develop recommendations while representing a wide variety of organizations and viewpoints. Demonstrated skill in communicating effectively with tact and diplomacy, orally and in writing, to advocate Air Force positions; to negotiate complex issues; to respond to criticism of the organization's functions or performance; to logically and effectively explain programs, function and activities and gain understanding of the organization's efforts by concerned publics; to negotiate complex issues, programs and functions with people having varying levels of understanding of DAF and Public Affairs programs and activities; and to maintain good working relations. Knowledge of routine and recurring database management assignments; identify and resolve issues and problems; prepare and update manuals, instructions, and operating procedures; provide information and assistance to customers; evaluate established methods and procedures and prepare recommendations for changes in methods and practices where appropriate; and ensure the application of appropriate security measures to the assignment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
