Human Resources position(s) are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and rating and ranking do not apply.

Duties

This announcement serves as public notice. Applications submitted be placed into a pool and will remain on file for selection as positions become available. Vacancies may be filled for up to 6 months after the closing date of this announcement. Applicants may not receive notifications of referral status until the full 6-month eligibility period has elapsed. Applications may be gathered from additional recruitment sources. Appointees will be placed into positions where human resources duties (e.g. Benefits, Payroll, Employee/Labor Relations, Staffing and Recruitment, Classification, Security and Suitability, or Training) occupy the majority of the work performed.

Requirements

  • U.S. Citizenship required.
  • Selective Service Registration, if applicable (www.sss.gov).
  • Fingerprinting and background and/or security investigation may be required.
  • Job offers are contingent on fingerprinting and background / security investigation results.
  • Complete the initial online assessment and USA Hire Assessment, if required.
  • Selectees may be required to serve a 1 year probationary period.
  • Relocation expenses will not be paid.
  • All qualification requirements must be met by the closing date of the announcement.
  • Selectees may be placed in Human Resources positions in the Office of Human Resources, Office of Operations, or other components at the Social Security Administration.
  • Employees may report onsite periodically to complete training and employee services.

Qualifications

Candidates must meet the basic qualification requirements for the position being filled, including any positive education requirements and/or selective placement factors. Minimum Qualifications: Grade 5 To qualify at the GS-5 level, applicants must have one of the following: A bachelor's degree or 4 years of education above high school leading to a bachelor's degree. NOTE: Transcripts are required to substantiate claimed education.; OR 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: analyze problems to identify significant factors, gather pertinent data, and recognize solutions, plan and organize work, and communicate effectively orally and in writing.; OR When combined, education and experience total 100% of the requirements. Minimum Qualifications: Grade 7 To qualify at the GS-7 level, applicants must have one of the following: A bachelor's degree AND superior academic achievement. Superior academic achievement is defined as: (1) graduating with at least a 3.0/4.0 GPA; (2) graduating in the top third of the graduating class; or (3) membership in a national scholastic honor society. NOTE: Transcripts are required to substantiate education.; OR One full year of graduate level study, or possess a Master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., etc., in a field that provided the knowledge, skills, and abilities to do the work of the position. NOTE: Transcripts are required to substantiate education.; OR At least 52 weeks of specialized experience at the GS-5, or equivalent, which is in or related to the work of the position to be filled which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes assisting supervisors or higher-graded specialists in the following areas: analyzing, developing and evaluating issues and delivering human resources management products or services.; OR When combined, graduate education and experience total 100% of the requirements.
