The primary purpose of this position is: To serve as a Management Analyst performing assignments in support of the Air Force Lifecycle Management Center, Business and Enterprise Systems.
*This position is a developmental GS-07 Target GS-9 position. This position may be filled at any grade level.
Duties
PURPOSE OF DUTY: Performs duties supporting multiple automated programs and software, such as databases, spreadsheets, in support of the Customer Services Division.

DUTIES:
DUTY 1: Performs assignments associated with the Freedom of Information Act (FOIA) Program.
DUTY 2: Plans, develops, manages, and performs research and evaluations on several diversified programs and special projects to determine success of a group level division in accomplishing its assigned mission.
DUTY 3: Responsible for managing the division workflow program.
DUTY 4: Prepares written correspondence and other documentation.
This position is a developmental (GS-07 Target GS-09) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. GS-07:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: with specific instructional guidance, perform routine fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.

OR
EDUCATION: 1 full year of graduate level education or superior academic achievement.

COMBINATION OF EXPERIENCE AND EDUCATION: completed post 4-year course of study leading to a bachelor's degree and specialized experience directly related to the work of the position outlined above that meets the requirements of the position and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.

GS-09:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: analysis, evaluator, and adviser to management on effectiveness and efficiency of organizations programs and functions; perform fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.

OR
EDUCATION: a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: completed post 1 full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
GS-07:
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
GS-09:
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-07:
1. Knowledge of basic principles of the classified titled or related field.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the classified title.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
GS-09:
1. Knowledge of numerous Air Force, Command, Center and Wing instructions, directives, policies etc. on various managerial programs.
2. Knowledge and skill in gathering, assembling, and analyzing facts, drawing conclusions, devising solutions to problems, and identifying changes and trends.
3. Knowledge of software programs sufficient to produce a wide range of documents requiring use of advanced software functions to enhance productivity or meet needs of complex formats such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets.
4. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
5. Ability to analyze, verify, and correlate data; locate, assemble, and compose information for extensive reports for each associated program. Ability to formulate and interpret inquiries, and technical correspondence.
6. Ability to plan and organize work and to develop and provide in-depth training to co-workers and division program representatives on all associated programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
