The primary purpose of this position is to perform as a program analyst who will provide managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of programs and operations within the Directorate.

Duties

Formulates procedure for controlling project planning and development, to plan and lead the analysis of projected and actual cost and schedule data, and provide acquisition support to AFLCMC business initiatives Provides support in the systems life cycle functions. Participates with decision makers in setting program goals and establishing priorities to support the organization's systems life cycle functions Plans, reviews, evaluates and maintains program control data to assure all levels of management are accommodated concerning their appropriate information needs Prepares, provides briefings or briefing information for assigned projects/data systems to Program Managers, HQ AFMC, AFLCMC, and Directorate level staff, and other agencies as required

  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
  • This is an acquisition coded position. Selectee must complete required certification level 2 in Program Management within 24 months of assignment

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the ability to plan, organize, and develop studies or projects, making recommendations on substantive operating programs; and the knowledge and skill in applying analytical and evaluative methods and techniques to assess the efficiency and effectiveness of cooperation plans, programs, and projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events. 2. Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the program(s) and the organizations studied to served, and related customers, functions, resources, and users. 3. Knowledge of DOD acquisition and life cycle management policies, procedures, and practices. Knowledge of acquisition requirements sufficient to serve as a Contracting Officer's Representative (COR) 4. Ability to communicate orally and in writing 5. Ability to recognize and analyze problems, conducts research, summarize results, and make appropriate recommendations. 6. Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast funding requirements. 7. Ability to meet and deal with customers using a high degree of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
