The primary purpose of this position is: To serve as a Visual Information (VI) Specialist with responsibility for the original design and production of a variety of images for printed or web-based material, exhibits, and briefings to maintain mutual communication with internal and external publics.

Duties

Coordinates the design and development of complex, high level visual information products in collaboration with editors, subject matter experts, public affairs and customers. Plans, advises, coordinates and accomplishes visual information assignments, in conjunction with contractors, vendors, Air Force units, other support agencies and other team members. Conducts and coordinates public affairs activities through visual information concepts and techniques to achieve communication objectives between the AF and a variety of audiences. Acts as the representative for visual information activities. Assists in carrying out the public affairs program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Visual Information Series, 1084. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of developing original designs, concepts, or visual styles for publications, exhibits, or presentation materials that present to the public the ideas or image desired by the organization, that evoke certain responses from viewers (e.g., humor, excitement, pride), or that reduce the cost of production, installation, or maintenance of the visual product. Transforming spoken or written descriptions of items, processes, issues, or events into visual representations without benefit of existing pictures, models, or diagrams; or graphically or physically reconstructing biological, medical, geological, architectural, archeological, technological, or other kinds of artifacts, specimens, or materials that have been significantly damaged, distorted, or altered. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of visual communication, still and video imagery, illustration, design, layout principles, and concepts for the conception, planning, and execution of a variety of complex projects. 2. Knowledge of graphic arts and media, perspective, layout, balance and contrast, color science, mixing and application, standard drawing practices and instruments. 3. Knowledge of the operations, products, services, needs, and goals of programs and other organizations serviced, and related customers, functions, resources, and users. 4. Knowledge of methods and procedures for operating a variety of visual information equipment in the production and reproduction of artwork, photos, video, and typography. 5. Knowledge of incorporating visual products into a variety of communication tools and merge written objectives with still, video, and graphic imagery into a single product supporting public affairs messages. 6. Ability to present subject matter information in a visual form to convey an intended message or to achieve a desired effect upon a specific audience and to communicate ideas concerning visual media both orally and written with tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
