This position is located at the Kayenta Service Unit (KSU), Division of Clinical Services, Kayenta, AZ. The primary purpose of this position is to serve as the Clinical Director of the Division of Clinical Services at the Kayenta Health Center (KHC) and across the medical facility sites of the KSU. Incumbent reports to the Chief Executive Officer.
Duties

As a supervisor, incumbent is responsible for overseeing the operation of all clinical activities at KHC and the position is identified as the organizational title of Clinical Director. Please ensure you answer all questions and follow all instructions carefully. Errors or omissions may impact your rating or result in you losing consideration for the job. The incumbent:
Exercises overall supervisory responsibility and accountability for the planning, development, organization, integration, and evaluation of clinical services for the Service Unit. Collaborates and coordinates with the heads of other departments to initiate collaborative teamwork, communication, and foster working relationships.
Advises the CEO on requirements or problems existing between clinical services and other activities and develops and implements corrective actions as appropriate. Reports on progress and resolution of problems in achieving objectives.
Works on a day-to-day basis with the Chief Executive Officer (CEO), Chief Nurse Executive (CNE), Director of Quality Management (DQM), Administrative Officer (AO), HPDP Coordinator, and IHHC Health Systems Administrator (HSA), and other key staff members with the responsibility of fully participating in top management discussions, decisions, policy making, and sharing full accountability in management actions.
Interviews and examines patients, reviews past medical history, and requests and/or performs diagnostic tests and examinations deemed necessary to obtain all appropriate information related to each case. Makes preliminary diagnosis, directs, prescribes, or provides treatment, or arranges for specialized care or patient referral as required. Bases decisions upon information obtained, professional medical knowledge, skills and prescribed policies and procedures. Makes notes of observations to be incorporated into clinical records. Provides urgent and emergency care as required.
Responds to acute emergency interventions, working closely in consultation with members of other medical departments as deemed appropriate by the clinical problem. Works with allied health professionals, i.e. Community Health, Navajo Nation Public Health Nurse(s), Counseling Services, Licensed Medical Social Services, Health Educators, etc., in the management of the patient's medical, psychological, and social problems.
Assesses, monitors and coordinates the SDPI grant funding reporting or delegates such responsibility to a qualified member of the clinical staff.
Resolves Purchased & Referred Care (PRC) patient referral issues between referring physician, medical staff, nursing personal at KHC, and physician(s) in other IHS and non-IHS facilities. Reviews PRC cases to ensure the program operates within IHS Medical Priority guidelines and funding allowances.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC REQUIREMENT(S):
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
Additional Requirements for Grades GS-12 and Above
GS-15: 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training within the specialty in Family Medicine or other primary care specialty (Pediatrics, Internal Medicine, Emergency Medicine, or Preventive Medicine) is determined to be essential to perform the duties and responsibilities of a particular position.

MINIMUM QUALIFICATIONS:
For GS-15:5 years of graduate training in the specialty of the position to be filled or equivalent experience and training. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Examples Include: Direct involvement with managing, developing and coordinating a comprehensive clinical, preventive, and public health approach to health programs. Develop and implement guidelines, standards, policies, and procedures. Demonstrate knowledge in supervisory and budget management principles in order to effectively recruit and manage a diverse staff, achieve Agency objectives and manage resources. Develop and implement data collection and evaluation activities to perform program evaluation. Provide guidance, advice and expertise in a team environment.
SELECTIVE PLACEMENT FACTOR - Board Certification: Applicants applying in a specialty must meet one of the following as an approved agency-wide selective factor. This becomes part of the minimum requirements to qualify for the position.
Board Certified in the Specialty to which the applicant is applying or
Active Registrant of the Board in the Specialty to which the applicant is applying.
