This position is located at the Kayenta Service Unit, Division of Clinical Services, Primary Care Branch, Kayenta, Az. The incumbent serves as a Physician and Supervisory Physician. As a medical officer, incumbent performs family oriented and comprehensive health care and other designated health care facilities within the Kayenta Service Unit. The incumbent reports to the Clinical Director.

Supervises, clinical staff including Primary Care Outpatient Branch, and Urgent Care Branch. This entails oversight of employee orientation, performance appraisal, and competency assessment, quality of care reviews, peer review, credentialing, mandatory training requirements, disciplinary actions and leave approval. Monitors clinic flow and assures professional and effective communication between primary care providers and others both inside and outside of the organization;
Formulates and implements overall health care program for the clinical services departments and plans to satisfy varying requirements and priorities for services and other service unit objectives. Determines staff and other resources necessary and makes adjustments among subordinate units as deemed appropriate. Establishes or approves overall work schedules and determines individual or group assignments. Collaborates with the heads of departments to negotiate, decide on and/or coordinate working relationships. Advises the CD on requirements or problems existing between clinical services and other departments and recommends and implements appropriate corrective action.
Responsible for monitoring the quality of patient care. Conducts peer reviews on a regular basis. Unusually difficult patient management decisions are to be discussed with the incumbent, who follows the condition of such patients and all aspects of their management. Organizes ongoing efforts to improve health care through performance improvement projects and compliance with The Joint Commission (TJC) standards of care.
Within the specialty area, the incumbent is responsible for the diagnostic, preventive, therapeutic and rehabilitation services for patients of all ages in the capacity of an expert. Typical, but not all-inclusive, assignments include the following:
Interviews and examines patients, reviews past medical history, and requests and/or performs diagnostic tests and examinations deemed necessary to obtain all possible information related to each case. Makes preliminary diagnoses, directs, prescribes or provides treatment, and arranges for specialized care and patient referral as required. Bases decisions upon information obtained, professional medical knowledge and skills, and prescribed policies and procedures. Thoroughly documents all patient management in the clinical records. Provides emergency care as required. Provides definitive management in all medical categories for cases that do not require referral. Gives total patient care including prevention, health maintenance, early diagnosis, treatment and follow-up services to patients under her/his care.
Conducts outpatient clinics, making observations appropriate to the outpatient's underlying disease and treatment plan, including current symptoms. Reviews the patient's medications, diet, therapy course, adherence to management plan, and patient observations. Modifies the regimen as indicated. Incumbent instructs and counsels patients and family members as required. Performs or assists other practitioners in the performance of minor surgery.
Refers patients to appropriate contracted medical services or other government facilities for care and diagnostic procedures that cannot be adequately provided at local IHS facilities. Coordinates and integrates information obtained into the ongoing Health Care Program at the Kayenta Service Unit, and assures the provision of timely follow up care as required.
Qualifications

BASIC REQUIREMENT(S):
Degree:
Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.Degree from Foreign Medical School:
A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Licensure:
For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Graduate Training:
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
For GS-15 -- 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.:
Specialized experience: Providing direct supervision, determining objectives, setting priorities, and delegating work; integrating and coordinating medical services with other departments; plan work to be accomplished by subordinates; anticipating and meeting the needs of both internal and external customers; delivering high-quality clinical services and continuous improvement of these services. Maintain administrative matters and responsible for direct patient care.
Managerial Abilities: This is a managerial position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position.
