You will serve as a PROGRAM ANALYST in the International Fleet Program Office (PMS 326), Surface Warfare Directorate of NAVSEA HQ FIELD SUPPORT. You will develop and implement agreements with Foreign Navies for providing materials, technical assistance, and management services in support of construction, modernization, overhaul, and maintenance of ships and associated shore facilities.
Duties
You will manage the programmatic elements related to Foreign Military Sales (FMS) Customer Fleet support, preparing and administering FMS case budgets and ensuring the execution of project and technical elements.
You will collaborate with FMS customers to tailor technical support to those individual customer maintenance infrastructure and operating tempo.
You will identify and resolve complex technical issues that do not often lend themselves to standard solutions or fall within standard USN processes.
You will monitor and manage projects to measure progress towards planned objectives and ensure best value and cost effectiveness is achieved.
You will develop and manage FMS case budgets, working closely with the Business Financial Manager to determine if budget short falls exist or if funds can be reassigned to other project priorities.
You will develop contractual acquisition requirements and work closely with the Contracting Officer’s Representative and partner industry to deliver solutions to the FMS partner.
You will justify budget recommendations and develop alternative technical strategies to ensure adequate support is provided within constrained budgets.
You will conduct continuous reviews of FMS Customer requirements, keeping abreast of other/new USN processes that may be of value to the FMS Customer and recommending them.
You will exhibit strong teamwork skills, collaborating with others (including FMS Customer personnel) to accomplish complex projects as well as promote and maintain an environment of cooperation and teamwork.
You will also support FMS case planning and execution, developing and reviewing management reports and related documents for external distribution.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 Equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and executing studies to analyze, validate, or present data supporting the acquisition of systems, allocation of resources, or logistical planning for acquisition or sustainment program offices.
