Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Public Health Advisor, you will use your knowledge of and experience to optimize business results and customer experience by:
Independently, or in collaboration with others, preparing and/or assisting with preparing contracts, agreements, proposals, etc., for professional, laboratory, or other services pertinent to the program, study, or project.
Monitoring assigned grants and/or contracts to assess whether they are meeting the stated goals and objectives, statutory requirements, and related regulations.
Planning, developing, and implementing public health programs in collaboration with local, State, other Federal governments, and various public, non-profit, and private and health-related organizations.
Reviewing congressional and legislative actions; assessing impact on public health program activities, initiatives, and policies; and initiating action accordingly.
Providing leadership in developing and implementing program plans and data sets consistent with funding requirements and national initiatives.
Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

WHAT WE ARE LOOKING FOR
Basic Qualifications: Must meet one of the items listed below:
For GS-11: Successful completion of a bachelor's degree or higher in public health or other field of study with course work directly related to the work of the position in an accredited U.S. education program. (For information on Foreign Education, please see the 'Education' section of the full vacancy announcement for more details.) Transcripts must be provided.

For GS-11, GS-12 & GS-13: Must have experience that provided:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Minimum Qualifications: In addition to the basic qualification requirement above, you must have one-year specialized experience to perform successfully the duties of the position.
For GS-11: You must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service in at least two (2) of the following:
1. Developing and/or monitoring grant portfolios in substance use disorders (SUD) and other related disciplines.
2. Evaluating and/or analyzing programmatic data to fine tune services provided and populations served.
3. Representing organizations at meetings, conferences, and gatherings to present organizational mission and priorities.

Education: Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. For GS-12: You must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service in at least three (3) of the following:
Participating in or leading task forces and working groups, coordinating reports and developing documents on current substance use disorder (SUD) issues, and related policy and clinical issues.
Evaluating and/or recommending program initiatives, training, policy directions and legislative proposals regarding evidence-based SUD clinical practices, programs, including grants and/or contracts.
Working on multiple projects under intense time pressures to meet various deadlines and changing priorities.
Troubleshooting project work throughout the development process, conception to completion.
For GS-13: You must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service in at least three (3) of the following:
Developing, recommending, monitoring and/or advising on substance use disorder (SUD) grant programs and client support services pertaining to substance use disorders and special population initiatives.
Planning and conducting analysis, evaluations, and studies to explore and/or resolve issues involving substance use disorders in coordination with external stakeholder partners.
Providing oversight of policies, procedures, and regulations necessary to administer public health programs in SUD.
Representing organizations at meetings, conferences, and/or gatherings to present organizational mission and priorities related to SUD policies and programs.
** There is no substitution of education for experience at the GS-12 & GS-13 grade levels of this announcement.
