The employee will serve as a Senior Financial Management Analyst and will support the technical aspects of FHFA planning, programming, and budget process; financial management systems; and financial support programs and practices within FHFA.

Position Overview
The incumbent will serve as a technical expert over budget formulation, execution, budgetary reporting, and financial systems administration. The incumbent is also responsible for budget policies and practices within FHFA to ensure that budgetary methodologies and policies are appropriately interpreted and implemented. The work requires a background of knowledge, skills and techniques in budget planning, accounting concepts, data management, and financial system administration fields. Activities include but are not limited to the preparation, documentation, and presentation of annual budget formulation, budget execution, tracking and reporting, charge card management programs and administrative policies, financial policy, and administration of the financial management systems.
Major Duties & Responsibilities
The Senior Financial Management Analyst duties listed below are at the EL-14 grade level:
Support the technical aspects of budget formulation and execution, financial management system administration, and financial support programs and practices within the agency.
Plan, develop, and implement procedures, policies, and manuals related to financial management and agency budget formulation and execution.
Evaluate the impact of the policies and laws on an agency's financial management practices and budgetary processes and procedures to provide expert advice to management to effect change.
Advise managers on the effective implementation and maintenance of financial management systems or processes.
Work on budget policies and practices within an agency to ensure that budgetary methodologies and policies are appropriately interpreted and implemented.
Serve as a technical expert over budget formulation, execution, and financial systems administration.
Manage budget execution reporting to ensure appropriate financial structure and coding are applied on all financial transactions to correctly display on internal reports.
Lead key projects (i.e., budget formulations and execution, annual pay adjustments, OIG audits and
reviews, systems management), which may involve coordinating staff and other resources to generate
appropriate documentation.
Prepare, document, and present annual budget formulation and execution reports.
Oversee financial oversight processes, including charge card management administration policies, monthly budgetary reporting, and the administration of the financial management systems.
Organize and lead efforts to plan and execute studies and projects related to internal and external financial management procedures and financial management and reporting, requirements, and standards.
Perform financial analysis of obligations, expenses, and budget availability to develop short term and longer projections that support budgetary decision making.
Prepare monthly and quarterly financial reconciliations and budgetary reports for senior management and prepare ad hoc reporting as necessary.
Conduct in-depth research and analysis on agency-level functions and develop written analysis and conclusions to demonstrate the impact of public policy or management directed change to an agency.
Compile narrative and statistical materials as well as related background information concerning agency budget and programs to brief senior management.
Conduct complex studies and trend analysis to demonstrate progress toward meeting budgetary objectives and to assure that funds are used for the purposes for which they were assessed and approved.
Perform editorial functions, correcting grammar and structure on materials others drafted of a highly technical nature for use in external publications such as the Annual Financial Report, Performance and
Accountability Report, or other statutorily required reports.
Perform other duties as assigned.

You may qualify for your desired series and grade level if you meet the following qualification requirements:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-14: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level as described below.
Experience: I qualify for the EL/GS-14 because I have at least 52 weeks of specialized experience at the EL/GS-13 or equivalent demonstrating work experience with the statements described below.
Examples of specialized experience include:
Advising and briefing management on the status of financial management, budget status, financial-related projects, and financial systems of an agency or its offices.
Managing financial management processes, procedures, and administrative financial systems to ensure compliance with internal controls and the integrity of component processes.
Preparing, documenting, and presenting annual budgets to support the full scope of an agency or organization's operations, including receiving requests from component offices or programs, advising leadership on requests and trends, and securing final approvals.
Preparing and submitting budgetary and financial management external reports that comply with OMB Circular A-11 and other relevant financial management policies, guidance, and authorities, to include OMB MAXX templates and related materials, GTAS or other monthly or quarterly reporting.
Managing the budget execution process for an agency or organization, including performing funds management activities for a non-appropriated organization, developing staffing models and other budget forecast analyses and related models, ensuring appropriate coding was applied across all financial systems, and developing and distributing standardized reports for managers and staff.
Coordinating oversight and responses to audits of an agency or organization's financial management and budget processes, including supporting accounting policies and procedures and providing relevant documentation to auditors.
Time-In-Grade: Current or former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement.
To be eligible for the EL-14 position, applicants must have served 52 weeks as an EL/GS-13 or higher in the Federal Service.
