About the Position: Serves as Tribal Liaison (TL) in the Portland District, U.S. Army Corps of Engineers (Corps) and works with the Northwestern Division, HQUSACE, and other Districts on Native American issues concerning policy, consultation, and protocol. This position is charged with providing intra-district and intergovernmental coordination for the purpose of satisfying to the greatest extent possible the interests of the US Army Corps of Engineers and the respective tribal governments.

Duties

Serve as the District expert regarding the history, government processes, and treaties of the respective Native American tribes. Identify tribal issues, anticipate the impact, and coordinate and recommend appropriate policy, position, and response to the District Commander and Deputy Commander. Support cultural resource protection and compliance responsibilities under Section 208, Native American Graves Protection and Repatriation Act (NAGPRA) and tribal consultation for District matters. Ensure observance of trust and treaty responsibilities, fishing rights, cultural resources protection, NAGPRA compliance, wildlife/ environmental concerns, attendance at Native American governmental and cultural events, and other matters. Foster mutually beneficial relations with the tribes by identifying, evaluating, and assuring District response to Tribes in a timely manner. Coordinate and consult with regional Tribes and Tribal associations that may be affected by District activities. Ensure District awareness and facilitate consideration of the cultural and legal obligations to Native American tribal governments. Maintain expertise in Federal and state statutes, policies, regulations, treaties and laws regarding Native American Indian tribes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Qualified applicants must describe in their resume at least one year of experience equivalent to the GS-11 level in federal service working with Native American tribes, their trust and treaty rights, and associated trust and treaty processes.
