This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: : Serves as Supervisory Deputy Product Lead in the office of the Program Executive Office (PEO) Aviation.
This is a pay banded position. The NH-04 encompasses grades 14 and 15 in the general schedule.
Duties
Serve as a Supervisory Product Lead for assigned Acquisition system and/or related acquisition program
Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product
improvements with a multi-million dollar annual budget.
Analyze and evaluate programs as they affect the acquisition for product or services.
Plan work to be accomplished by subordinates and or, setting priorities and scheduling completion.
Visit industrial facilities, other government agencies and high headquarters to assure adequate program accomplishment.
Balances cost, schedule and performance to assure best value for the Army.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field Program Management within 24
months of entrance on duty.
- Selectee must be able to obtain and maintain a Secret security clearance.
- Must file a confidential Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive
5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- This position requires a 3-year tenure agreement. Selectee must execute, as a condition of appointment, a written agreement to remain in
Federal service in this position for at least three years.
- One year supervisory probationary period may be required.
- This is a Critical Acquisition Position.
- Security Cooperation Workforce Certification: SCW Certification Level 3 (Advance) required within 24 months of entry on duty.

Specialized Experience: One year of specialized experience equivalent NH-03 pay band or grade or band equivalent is required. It is defined as one year of specialized experience equivalent to the NH-03 pay band in the Federal Service, which includes: 1) Evaluating progress of assigned projects to ensure objectives are met in the areas of testing and development; 2) Managing a multi-million dollar budget for an acquisition program in the areas of cost, scheduling and performance; and 3) Briefing senior leaders, and/or key stakeholders on the progress of an acquisition program.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
