The Health Care Education Specialist is responsible for the analysis, design, development, implementation, and evaluation of training for existing and emerging systems and processes that fulfill the VHA's commitment to develop a highly skilled workforce and deliver services to Veterans and their families in an effective and efficient manner. Content areas cover a wide array of clinical, administrative, and technical topics due to the vast diversity of jobs in the VHA workforce.

Duties

This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. All other candidates will not be considered. The major duties of this position include but are not limited to: Plans, promotes, and develops educational design strategies for education and training projects by leading effective teams and providing clear direction on interpretation and implementation of the interpretation and implementation of the design. Establishes, confirms, and manages an integrated project team (IPT) that includes all stakeholders, subject matter experts (SME), support staff, instructional designers (ID) and others as required for each project. Prepares and maintains all project and fiscal documentation, which may include budget requests, shared training agreements, project/training plans, etc. Functions as a Project Manager to plan, direct and control the assigned resources, timelines, and work products of a multidisciplinary IPT of clinical and functional specialists for training solution development. Directs and coordinates the preparation, development, and use of educational product materials. Monitors SME development of content material, assists with the development of assessment instruments, and ensures the content and assessment are appropriate, technically correct, and adhere to accepted professional standards. When appropriate, coordinates and fulfills accreditation criteria and requirements. Conducts final review with SME and remediates any issues. Leads the IPT accomplishment of implementation of education and training. Provides leadership/direction in implementing VHA national education/training projects of varying scope, size & complexity. Defines specification requirements, performance work statement (PWS)/statement of work (SOW), quality assurance surveillance plan (QASP), conducts market research, initiates independent government cost estimate, documentation for justification and approval, requests for information, and evaluation criteria. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-13. At the GS-11 and GS-12 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Individual Occupational Requirements: Degree: that included or was supplemented by major study in Education, Health Care Administration or a Clinical related field. (TRANSCRIPTS ARE REQUIRED) or Combination of education and experience- courses equivalent to a major in Education, Health Care Administration or a Clinical related field, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. (TRANSCRIPTS ARE REQUIRED) In Addition to the IOR above, qualify at the GS-11 grade level, you must meet at least one of the following qualification requirements: GS-11 Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is experience that included all or most of the following: Establishing, confirming, and managing an integrated project team (IPT) that include all stakeholders, subject matter experts (SME), eLearning producer and other eLearning support staff, instructional designers (ID) and others as required for each project. Functioning as a Project Manager to plan, direct and control the assigned resources, timelines, and work products of a multidisciplinary IPT of clinical and functional specialists for training solution development. Defining specification requirements, performance work statements (PWS)/statements of work (SOW), quality assurance surveillance plans (QASP), conducting market research, initiating independent government cost estimates documentation for justification and approval, request for information and evaluation criteria for requests for proposal (RFP). OR GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR GS-11 Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and graduate education as described above may be used to meet the total qualification requirements for this position. Only 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree may be used to qualify at this level. In addition to the IOR, to qualify at the GS-12 and GS-13 grade levels, you must meet the following specialized experience qualifications: GS-12 and GS-13 Specialized Experience: You must have one full year of specialized experience equivalent to at least the next lower grade level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Project Management- Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed while sitting at a desk in conferences, briefings, meetings, classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work may also involve travel into the field to visit VHA organizational levels on related educational project matters; and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs.
