The Performance Consultant (PC), serves as a primary link between VA/VHA field and program office clients and ILEAD to address training issues which cross organizational lines and directly affect Veteran healthcare. The PC uses coalition building, strategic planning, performance consulting, human performance technology, and instructional design skills to assist the agency in strategic decision making and to deliver value-added training and non-training solutions.

Duties

The major duties of this position include but are not limited to: Provides client consultation regarding gaps (gap analysis), findings (intervention analysis) and recommendations (potential solutions) in a professional and evidence-based analysis report. Conducts front-end analysis (FEA) based on industry best practices, methods, and models to identify cost-effective performance interventions that focus on the goals of the organization. Coordinates with internal and external stakeholders to analyze and prioritize performance related opportunities and challenges and assess existing training. Assesses the efficacy of consulting interventions, projects, and products and their impact on Veteran healthcare. Analyzes the data to inform development of training programs or other performance improvement solutions. Develop portfolio management proposals that provide the client insight into the barriers and enablers of success for each option and define how the portfolio will be enhanced or modified. Establishes outcomes in collaboration with the client for the portfolio and appropriate metrics to monitor progress. Devises strategies to ensure objective assessment of existing content and curriculum and potential enhancements. Validates training needs and ensures they meet the agencies needs for workforce capability and competency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: In order to meet the basic requirement of the HES- Performance Consultant, 1701 series, you must possess one of the following: Degree: that included or was supplemented by major study (at least 24 credit hours) in education or in a subject-matter field appropriate to the position (Healthcare Administration, Clinical Field, Analysis/Performance). or Combination of education and experience -- courses equivalent to a major (at least 24 credit hours) in education, or in a subject-matter field appropriate to the position (Healthcare Administration, Clinical Field, Analysis/Performance), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in number 1 above. Specialized Experience: In addition to meeting the Individual Occupational Requirement, you must have one year of specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing client consultation regarding gap analysis, intervention analysis, and potential solutions in an evidence-based analysis report. Analyzing data to inform on development of training programs or other performance improvement solutions. Aggregating sets of user needs into a portfolio and weighing numerous elements to determine the mix of resources/products to result in improved end user capabilities. The key elements that portfolio management must assess are overall goals and impact timing, tolerance for risk, interdependencies, budget, and change in the enterprise environment over time, in order to recommend specific and actionable targets for customer portfolio. Devising strategies to ensure objective assessment of existing content and curriculum and potential enhancements. Validating training needs and ensuring they meet the agencies needs for workforce capability and competency. Determining the most appropriate performance improvement and learning approaches, leveraging content or resources while collaborating with staff who design, develop and revise training programs, curricula, and learning solutions. You will be rated on the following Competencies for this position: Customer Service- Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Education and Training- Knowledge of the concepts, principles, and theories of instructional methods such as teaching, training, research, making presentations, lecturing, and testing. Influencing/Negotiating- Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions. Organizational Performance Analysis- Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed while sitting at a desk, at conferences, briefings, meetings, in classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work also involves travel and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs.
