The Health Care Education Specialist primary responsibility will be to provide assistance and guidance where needed, rather than managing their own programs. Position will focus on work that is internal to CR, including both program and product work, and how to continually improve our processes to work more effectively and efficiently.

Duties

This position is open to current, permanent VHA ILEAD (Station 131) employees only. Applicants that are not internal ILEAD employees will not be considered. The major duties of this position include but are not limited to: Subject matter expert for educational development and delivery in a variety of modalities including live virtual, face-to-face, recorded, and online content to allow for mentoring, coaching, and assisting on training projects as needed. Provides expert-level oversight, mentoring, program management, and directional leadership to the employees assigned to the service line to help ensure efficient and effective project management through quality training and guidance to implement the standardization of internal processes. Provides oversight of program, project or product management including quality needs assessment and intake, quality outcomes, objectives and evaluation plan, quality content alignment, and budget projections and utilization. Provides leadership and direction in implementing VHA national education and training projects of varying scope, size, and complexity and assists project teams in maintaining appropriate coordination for projects with other divisions. Provides input and guidance to continuously improve education and training projects in VHA by analyzing audience needs, departmental needs, and budget availability. Utilizes expertise to advise, oversee, and manage high profile/high visibility or complex program, project, or product requirements. Address any unforeseen challenges or urgent requirements that may arise. Work Schedule: Monday-Friday 8am-4:30pm Compressed/Flexible: May be available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. (TRANSCRIPTS ARE REQUIRED) In Addition to the IOR above, for the GS-13 grade, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Professional knowledge educational development and delivery in a variety of modalities including live, virtual, face-to-face, recorded, and online content to allow for mentoring, coaching, and assisting on training projects as needed; provides expert-level oversight, mentoring, program management, and directional leadership to the employees assigned to the service line to help ensure efficient and effective project management through quality training and guidance to implement the standardization of internal CR processes; mentors, coaches, assists in the planning of educational programs to include deliverable long-term planning, development of measurable goals and objectives, and evaluation of program effectiveness based on needs assessment and need intake; provides input and guidance to continuously improve education and training projects in VHA by analyzing audience needs, departmental needs, and budget availability; provides oversight of program, project or product management including quality needs assessment and intake, quality outcomes, objectives and evaluation plan, quality content alignment, and budget projections and utilization. Technical Competence- Knowledge of how to perform one's job. Refers to specialized knowledge that is acquired through formal training or extensive on-the-job experience. Strategic Thinking- Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities. Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed while sitting at a desk in conferences, briefings, meetings, classrooms, and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work may involve travel into the field to visit VHA organizational levels on related educational project matters; and may include prolonged standing, walking, and transport of instructional supplies and/or equipment more than 30 lbs.
