Duties
As the Portfolio Analyst within the CHIPS Program Office's Portfolio Management Office, you will support the technical review and execution of the core CHIPS post-award review processes, including disbursement requests and routine recipient reporting. You will conduct both technical and financial analyses, engage with counterparts at semiconductor companies, and contribute to strategic decision-making and policy development to support the program's objectives. In this role, you will:
Conduct financial and commercial assessments of large-scale semiconductor manufacturing and supply chain projects
Prepare post-award assessment briefings and disbursement recommendations for CHIPS Program Office leadership
Contribute to program working groups to develop semiconductor industry investment theses and support program policy development
Participates in routine engagement with counterparts at semiconductor companies to gather information and understand project's strategic value

Qualifications
Basic Requirements:
Education
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

Experience
Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations
In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to the GS-7 (ZA-I at NIST) level. Specialized Experience is defined as: analyzing financial data, preparing reports, and identifying trends to support decision-making.

master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
combination of education and experience.
