The Supervisory Supply Systems Analyst will serve as the Category Management Program Director in the Category and Category Management Branch of the Veterans Health Administration Procurement and Logistics Office (PLO). The Program Director will supervise the operation and execution of VA's Medical Category Management (MCM) Team in support of VA MCM Co Lead. This vacancy may be filled in Washington, DC; or a location to be determined.

Duties

Supervisory Supply Systems Analyst / PD# 64472-0 Major duties and responsibilities: Serves as the Medical Category Management Section Supervisor. Responsible for Medical Category management actions across the enterprise wide. Responsible for reviewing and analyzing contractual award data emanating from ECMS, SCMC, National COVID Request Tool (NCRT), ECAT, DMLSS MMC, FPDS, Prime Vendor Logistics Supply Management systems and other Veterans Health Administration (VHA) supply chain logistics systems pertaining to consumable medical commodities. Facilitate general personnel management policy matter's effecting the program. Develops procedures for establishing, operating, and assessing the effectiveness of interagency medical category management initiatives and agreements. Develops resolution plans and plans of action and milestones to respond to data integrity issues. Supervises programmatic activity required to meet established goals, milestones, and Key Performance Indicators (KPIs). Evaluates region-wide programs against short and long-range objectives and competing priorities and provides decision support. Identifies rules, principles, and relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions. Performs supply management analysis of medical category management opportunities to inform programmatic and contracting decisions at the enterprise level across VA and other federal agencies. Facilitates multi federal agency integrated project teams (IPT) and develops lifecycle cost analysis and feasibility analysis of medical category management solutions. Prepares reports and briefings on results of studies and is responsible for the collection, interpretation, and analysis of quantitative and qualitative data relevant to the VA and across the suite of federal enterprise healthcare procurement programs. Work Schedule: 8:00 AM - 4:30 PM Monday - Friday Compressed/Flexible: Authorized Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling. This recruitment is for one position with the VHA Procurement and Logistics Office (PLO), Medical Supply Program Office (MSPO) located in Washington D.C or a location to be determined. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor (SPF): Supply chain management experience in acquisition and sourcing strategies to support clinical operations in Federal and/or commercial healthcare facilities and systems, and currently hold FAC-COR II certification with all required trainings. You may qualify based on your experience as described below: Specialized Experience (GS-14): You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Oversee medical surgical commodities and medical supply prime vendor management requirements to serve as a technical advisor to senior officials. Develop and implement major program office initiatives as a subject matter expert in medical supply prime vendor management. Proficiency in analyzing and evaluating complex program issues in improving medical acquisition program effectiveness and efficiency. Supervise direct reports in mitigating risk, prioritizing major work efforts, conflict resolution and performance evaluations. Utilize extensive delegated authority to independently make decisions in aligning program controls to meet goals and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
