This position is located in Office of Chief Financial Officer.
As a Management and Program Analyst (Program Evaluation), you will serve as a program evaluation analyst conducting systematic assessments of program, policy or project inputs, activities, outputs, and outcomes to determine its value or worth and ways to improve it.
Duties
Designs and implements program evaluations and evidence building activities which evaluate programmatic and operational areas and integrate study findings and recommendations to enhance effectiveness, efficiency, and productivity within USCIS.
Works with USCIS Management and staff to determine the needs and requirements necessary to improve processes and programs and conducts agency-wide and cross-cutting research and evaluation efforts planned in the Learning Agenda.
Makes independent judgments about the use of evaluation methodologies for different kinds of evaluations, including randomization, randomized control trials, quasi experimental designs, mixed methods, participatory methods, and rapid appraisal.
Actively manages evaluation projects and/or evidence building activities throughout the planning, design, execution, analysis, reporting, and dissemination phases to deliver timely quality evaluations within budget.
Manages the efforts of outside researchers through various forms of contracts and agreements as required by the project.
Communicates information, orally and in writing, to various audience. Raises awareness and use of evaluations through effective communication and dissemination, high quality advice, training, and guidance to stakeholders.
Uses evaluation report review and comment functions, including addressing issues of data quality and linkages between strength of evidence and conclusions.
Anticipates and diffuses evaluation report findings without damaging the authenticity and integrity of the results.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/24/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/24/2024.
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Applying theories, concepts, principles, and practices of social science, research, and evaluation;
Synthesizing complex methodological and statistical analysis into straightforward results for non-technical audiences;
Consulting with management on complex analytical evaluation studies, critique reports, extract implications, recommend improvements, and integrate evidence into organizational strategic, performance, and budget planning to support policymaking;
Managing complex projects with attention to organizational skills, timeliness, quality, and budget.
