This position is located in the Office of Federal Lands Programs (HFLP), in the Office of Federal Lands Highway (FLH), Federal Highway Administration (FHWA). The FLH Office is responsible for administering the nationwide Federal Lands and Tribal Transportation Program (FLTTP) and other transportation programs.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience providing policy, direction, and oversight for program management and transportation planning program(s).
Experience in developing and coordinating program policies and procedures with a range of stakeholders and administering transportation programs.
Experience managing budget(s) and funding for a portfolio of projects that supports functional activities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Program Administration and Management - Knowledge of program development and execution, including how asset management and planning inform multiyear programming, and how program delivery impacts project delivery.
Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
Strategic Thinking - Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment. Capitalizes on opportunities and manages risks.
Oral and Written Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
