You will serve as a PROGRAM ANALYST in the SURFACE TRAINING SYSTEM PROGRAM OFFICE of NAVSEA HQ FIELD SUPPORT.
Salary Range by Location:
Norfolk, VA: $88,183 - $136,323
Washington Navy Yard, DC: $99,200 - $153,354
Duties
You will provide expertise in acquisition and contract development and execution, program analysis, requirements definition, and execution.
You will be responsible for work requiring comprehensive knowledge of contracting, laws, policies, regulations and precedents of the Surface Training Systems program.
You will serve as the Contracting Officer Representative (COR) for PMS 339 contracts; overseeing and reviewing contractor performance.
You will develop required performance work statements and solicitation packages for new contracts and participate as Source Selection Evaluation Board leader for PMS 339 responsible contracts.
You will develop acquisition strategy to support Surface Training Systems mission.
You will keep Program Manager, Deputy Program Manager and BFM PAPM informed on all contract actions that support PMS 339 efforts.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector analyzing program requirements (e.g., budget, contracts, manpower, studies, technical documents) to develop strategies for systems acquisition.
