Duties

This position is located within the Department of the Interior, Office of the Secretary, Office of the Assistant Secretary for Policy, Management and Budget (AS-PMB), Office of Emergency Management (OEM), Continuity Programs Division (CPD) in Washington, DC. At the full performance level GS-15, the major duties of this position include, but are not limited to the following: 1. As the Department's Continuity Manager, provides overall supervision and management of CPD personnel, equipment, programs, operations, schedules, and acquisitions to meet the requirements of the Department's continuity programs. Provides leadership to staff during continuity incidents. 2. Develops and executes financial and budget information and contracting requirements for the program. 3. In the absence of the Director, serves as Acting Director, Office of Emergency Management. During emergencies, serves in key leadership position on Departmental response teams. 4. Manages policy, planning, and implementation efforts required by national continuity and federal mission resilience policies for Interior's continuity program and the Department's support of COG programs, including the formulation of Department-wide policy. Maintains and updates the Department's Continuity Plan, assuring compliance with relevant interagency policies. Represents the Department on interagency policy committees and working groups to address government-wide policy and operational issues. 5. Manages the coordination of continuity programs across the Department and serves as the designated Point of Contact in the Department for continuity program requirements with the National Security Council (NSC), White House Military Office (WHMO), Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), and other organizations. The Office of Emergency Management has determined that the duties of this position are suitable for telework and may be allowed to telework with supervisor approval. This is a drug testing designated position subject to pre-employment and subsequent random drug testing. The incumbent will be subject to background investigation and must be able to obtain and maintain a Top-Secret clearance with SCI endorsement. The incumbent is designated Mission Critical Emergency Employee and is subject to recall around the clock for emergency management operations or may be required to remain at work during dismissal or closure situations. Salary Information GS-15: $163,964 to $191,900 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience: To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. in emergency management and/or continuity program management with responsibility for department-wide and/or organization-wide facilitation of planning, preparedness, and response activities for disasters and other emergencies such as natural disasters, wild land fire, technological emergencies, oil spills and hazardous materials, and National Special Security Events; 2. planning, managing and evaluating programs related to emergency management and/or continuity program management; 3. developing plans, reviewing and interpreting interagency policies, and generating management policy; and, 4. preparing and presenting briefings to senior management on program activities. -MUST MEET ALL- Additional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM's website: https://www.opm.gov/qualifications/standards/indexes/num-ndx.asp All qualification requirements must be met by the closing date of this announcement.
