What General Information Do I Need To Know About This Position? There is one vacancy that may be filled at any of the following locations: Lakewood, CO; Reston, VA; or Sacramento, CA. Salary: Lakewood, CO - $114,970 (Step 01) to $149,465 (Step 10) Reston, VA - $117,962 (Step 01) to $153,354 (Step 10) Sacramento, CA - $114,332 (Step 01) to $148,636 (Step 10) First time hires to the Federal Government are typically hired at the Step 1.

Duties

As a Human Resources Specialist within the Office of Human Capital, some of your specific duties will include: Serves as a senior consultant and bureau subject matter expert providing technical guidance and policy support in recruitment and placement, accountability and compensation. Serves as the technical expert for the bureau advising human resources and senior management in all areas of staffing and recruitment. Represents the bureau on Department of the Interior (DOI) work teams and represents the bureau as the subject matter expert on such teams, to bureau leadership, and the HR functions across the bureau. Conducts data integrity audits of significant scope. Reviews bureau wide data on a regular basis to identify areas of needed improvement. Conducts careful study of processes and works with operational HR Staff to determine how to implement improvements. Leads team of HR Specialist in conducting both Merit Promotion and Delegated Examining accountability reviews.

Qualifications

For the GS-13 level: Applicants must have one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience developing policies, business practices, internal controls and/or report associated with a bureau or agency-wide Human Resources program; advising various stakeholders on human capital policies and procedures; researching, analyzing, and presenting complex ideas on regulatory, policy, and legislative changes within Human Resources. Selective Placement Factor - In addition to meeting the basic qualifications described above, you must also meet the following selective placement factor in order to qualify for this position: Must be Delegated Examining (DE) certified or able to obtain certification within one year of entrance date. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
