Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Leadership and Career Development, in Irving, Texas.
This is a non-bargaining unit position.
Duties
As a Mission Support Specialist, at the full performance level, you will perform the following duties:
Provides planning and strategic advice to management in all administrative specialty areas.
Approves or disapproves travel within the scope of his/her authority based on availability of funds, the organization's travel plan, or policies of the organization.
Plans, organizes, evaluates and improves Human Resource Management programs, services, and processes to include but not limited to staffing, conducting studies to identify long and short-range personnel needs, position management and classification, and benefits and pay.
Interprets and recommends complex administrative policies, procedures, and management processes for the office through independent reviews, coordination with internal and external parties, preparation of special reports and extensive research and analysis, applying the respective laws, regulations and labor agreements as necessary.
Evaluate program objectives and goals, the sequence and timing of key program events and milestones, and significant criteria to determine organizational components short-term and long-term program needs.

GS-09You qualify for the GS-09 grade level if you possess one of the following:
Experience: One year of specialized experience at the GS-07 grade level or equivalent performing duties such as:
Providing support to senior level specialist in the coordination of various administrative services essential to the operation of the office, including, but not limited to HR, finance, management and information systems, acquisition, training, records and files, travel, office supplies and equipment, facilities and property management, fleet management, credentialing and key control, and time and attendance,
Utilizing a purchase card to initiate procurements for goods, services, and equipment,
Assisting in more complex procurements and prepares purchase orders and support documents,
Reviewing, overseeing, and assisting travelers with travel related functions in an automated travel system, including travel authorizations, scheduling of travel, obligation, preparation of travel vouchers, and recording travel expenditures, and
Maintaining current and accurate office files of correspondence, directives, regulations, and other information.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
OR
Combination of Education and Experience: A combination of successfully completed graduate level education and experience. Graduate level education in excess of the amount required for the next lower grade level, which is 1 year, may be used to qualify at the GS-09. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
