Duties
Interpret financial policies, procedures, and requirements to identify, justify and prepare budgets for the assigned customer.
Confirm the availability and sufficiency of funds, including period of performance and the “bonafide need” rule.
Assist and/or develop and defend workload estimates based on assigned customers’ financial requirements.
Interpret and apply DoD Financial Management Regulations, appropriations law, Navy and local policies.
Utilize Navy Enterprise Resource Planning (NERP) business and financial system to extract, analyze, and interpret business and financial reports and all data combined therein.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying Financial Management regulations, laws, and local policies; 2) Utilizing financial systems to extract, analyze and interpret data; and 3) Assisting with the development of workload estimates based on financial requirements.

Education
The following education may be substitued for the specialized experience above:
One full years of graduate level education leading to a master's degree
OR
A bachelor's degree with superior academic achievement
OR
A combination of education and experience as described above that equates to one year of experience
