About the Position: This position is with the HQ, US Army Corps of Engineers, HECSA, Security Office. It is located in Washington, D.C. and will be filled on a Permanent basis.
Duties
Conducts pre-employment checks for applicants to HQ-USACE, Humphreys Engineer Center Support Activity (HECSA), and other supported organizations.
Works with supervisors and human resources analyzing position descriptions to ensure proper designations for position sensitivity and position risk.
Coordinates with stakeholders to analyze both classified and unclassified information systems and operating environments to ensure compliance with applicable DoD, Army, and local Cybersecurity policies.
Serves as the lead technical POC for the Electronic Security System (ESS) in the USACE Operations Center (UOC).
Briefs classified material couriers on duties and responsibilities for safeguarding classified information.
Supports the Security Manager with planning and executing SETA activities for the HQ-USACE staff, HECSA, and other supported organizations.
Serves as a Site Security Manager (SSM) for the organization’s Real-Time Automated Personnel Identification System (RAPIDS) sites.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain possession of or ability to acquire a valid state driver's license.
- Must obtain and maintain a Security Fundamentals Professional Certification (SFPC) within two years of employment.
- One-year probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation for a TOP SECRET/SCI Clearance.

GS 09:
Specialized Experience: One year of specialized experience which includes taking direction in the administration, organization, and control of sensitive personnel files and actions; reviewing, processing, and validation of personnel actions in enterprise databases and systems; and maintaining absolute confidentiality and discretion of sensitive matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Criminal Justice, Law Enforcement or Personnel Security.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11:
Specialized Experience: One year of specialized experience which includes administration and control of personnel security; review and validation of security clearance investigation requests; and maintaining classification levels and declassification of documents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12:
Specialized Experience: One year of specialized experience which includes managing the administration and control of personnel security; review and validation of security clearance investigation requests; and maintaining classification levels and declassification of documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
