The VHA Security Officer assists in the development of law enforcement and security policy for the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), located at the VA Central Office with the Office of Senior Security Officer (VHA SSO) in Washington, DC.
Duties

Major duties include:
Evaluates risk, develops physical security procedures and measures to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft.
Coordinates an organizations physical security program and manages efforts or functions that impact multiple sites.
Provides input during the design and construction of planned projects concerning security engineering and electronic security systems.
Provides suggestions on matters pertaining to security systems and security of assets.
Participates and leads in community of practice across departments and organizations.
Maintains a tracking report to ensure physical security surveys are followed up promptly.
Establishes, develops, and maintains effective working relationships with other offices/ agencies within and outside an organization.
Meets and coordinates with key customers and officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
Empathizes, engages, and communicates with all individuals they encounter to ensure a positive outcome and the safety of the facility and its occupants.
Attends security meetings and gathers new or changed security program information to share with security personnel.
Advises and guides security needs and problems, interprets departmental security and law enforcement guidelines and policy, and issues instructions on methods and procedures for application within the VA.
Conducts security surveys to identify conflicts with security requirements/regulations and recommends actions.
Responds to reports of a crime in progress and/or calls for police assistance.
Takes appropriate actions to pursue and apprehend offenders.
Provides control and leadership of emergencies until relieved by higher authority.
Seeks, detects and protects all evidence, victims and witnesses.
Conducts full investigations over prolong periods or when solutions cannot be achieved during normal patrol shift.
Questions/takes statements from victims, witnesses, complainants and interrogates suspects ensuring clarification of conflicting statements.
Collects information and prepares reports on facility compliance with operations and regulations.
Develops various physical security-related documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages.
Enters, accesses, and retrieves information in the medical center computer system.
Conducts system audits and evaluates reports of alleged security violations.
Provides input and drafts changes regarding physical security policy, doctrine, utility and implementation.
Develops and leads implementation of improvement initiatives within an organization.
Conducts audits and provides oversight to multiple police services under a large organization.
Appears at preliminary hearings and/or testifies at trials when needed.
Work Schedule: Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Preferred Experience:
The incumbent must possess the knowledge to assist in the development of the physical security plans and objectives and for collaborating on research and development of state-of-the-art technical and electronic protective systems.
Participates in and leads surveys and analyses to identify critical and vulnerable facilities or sites and evaluates market research.
Knowledge of a wide range of law enforcement and security concepts, principles, and practices to provide authoritative guidance.
The incumbent has extensive knowledge to guide the Network Director, Directors, and Police Chiefs across the enterprise, in all matters of complex problems as they relate to the Medical Centers and other VA installations within the Network. As the technical authority to provide guidance, perspective, and insight, the incumbent is required to utilize a comprehensive knowledge of multiple and complex policy requirements and concepts and a highly functional understanding of Federal, state, and local laws, VA policies, directives, and procedures to resolve matters of conflict among law enforcement officials, physical security requirements, and the Medical Centers overall mission.
The incumbent must possess the knowledge necessary to work through overlapping and conflicting requirements about law enforcement, security, safety, key and access control, operational access, and overall security to ensure the protection and safety of people and assets.
The incumbent applies knowledge of programs, laws, and regulations by interpreting existing and new policy issuances and by issuing guidance to provide a safe and secure environment.
The incumbent must also possess the required knowledge of multi-layered security systems to advise VA management on improvements or additions to existing systems or in the ordering of new security systems. Knowledge of Federal and State judicial systems, the legal aspects of arrest, and the statutory authority, which is vested with Federal law enforcement officers on Federal property to provide guidance. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in leadership assignments in a health care environment. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

Specialized Experience: You must have at least one year of specialized experience which is equivalent in difficulty and complexity to the GS-13 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates the following but not limited to:
