This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a Supervisory Engineering Technician for the Directorate of Public Works at Joint Base Lewis-McChord, Washington.

Duties
Create standard operating procedures for acquisition processes.
Execute maintenance or repair services through acquisition tools.
Manage the development of Performance Work Statements for service projects to include designs, plans specifications, and cost estimates.
Coordinate with technical specialists to determine project requirements.
Evaluate employee performance to ensure objectives are met.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Valid State Driver's License.
- This position requires a one year probation to assess your ability to perform supervisory duties unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Utilizes contracting methods such as construction, professional services, and contract management to provide a full range of services. 2) Develops guidance on contract documentation such as management of service, repair, and professional services. 3)Performing quality assurance checks on contract performance to ensure compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
