You will serve as a TRAFFIC MANAGEMENT SPECIALIST of NAVSUP FLEET LOGISTICS CENTER NORFOLK.
Duties
You will determine special service and equipment required for shipment of a wide and disparate assortment of commodities, from small parcel parts shipments, ships propellers, hazardous materials, submarine assemblies, via all modes of transportation
You will study the possibility of consolidating shipments and using alternate transportation modes to achieve greater economy of operations.
You will create and review documentation to procure best value services from commercial carriers.
You will plan and execute transportation requests involving in-depth knowledge of specialized handling, specialized equipment and load planning.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-09: Your resume must demonstrate at least one year of specialized experience equivalent at or equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent Traffic Management Specialist experience in the private or public sector utilizing a practical knowledge of established transportation regulations, requirements, and techniques governing the movement of material and use of commercial carriers to ship personal property, general and/or hazardous cargo. I apply an in-depth a working knowledge of the Transportation Priority System when it comes to customer requisitions, meeting time frame requirements, scheduling daily pickup, traffic management, freight Classification and rating of shipments. I have experience researching the possibility of consolidating shipments and using alternate transportation modes to achieve greater economy of operations. I also have experience utilizing automated transportation databases to create and review documentation to procure best value services from commercial carriers. Examples of specialized experience may include: 1) Plan and execute transportation requests involving an in-depth knowledge of specialized handling, specialized equipment and load planning; 2) Determine special service and equipment required for shipment of a wide and disparate assortment of commodities, from small parcel parts shipments, ships propellers, small arms and explosives, hazardous materials, submarine assemblies, classified and secret material, via all modes of transportation; and 3) Utilize various transportation computer information systems to ensure the timely delivery of equipment to destination, ensuring material shipped is properly marked, classified and packed for the method of shipment chosen.
For GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting with traffic management duties by following regulations and procedures to help coordinate shipments of equipment and hazardous material across various modes of transportation. Examples of specialized experience include some or all of the following; 1) Reviewing billing statements to assist with resolving carrier issues; 2) Adhering to rules, regulations, laws and procedures when assisting with the movement of materials; 3) Helping with the determination of special service and equipment required to transport an assortment of commodities including hazardous material, personal property or standard cargo in prescribed time frames; 4) Following prescribed methods to consolidate shipments; 5) Utilizing computer information systems to ensure the timely delivery of equipment to destination.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related
or
Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience
