You will serve as a Lead Traffic Management Specialist (GS-11) in the for the Regional Transportation Office (RTO) for the NAVSUP Fleet Logistics Center Norfolk (FLCN). This position is located in Norfolk, VA at NAVSUP FLEET LOGISTICS CENTER NORFOLK.

Duties

You will provide technical advice and support to employees within the department on issues involving complex programs, policy interpretations, periodic progress reviews and long range planning. You will assist the Supervisor in planning and direction of the Traffic Management programs. You will respond to emergency situations upon request, and handle the more difficult and specialized shipments originating in the region. You will determine special service and equipment required for shipment of a wide and disparate assortment of commodities, such as ship propellers, aircraft engines, helicopters, shafts, fire scouts, small arms and explosives, and others. You will serve as freight claims adjudicator, computing shipment costs and certifies detention, redelivery, permit, and line haul charges to ensure charges are valid and in accordance with carrier contracts or bid rates. You will respond to customer complaints to manage and mitigate problems with carrier and/or customers.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of Traffic Management experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector utilizing knowledge of Traffic management principles and policies pertaining to transportation industry operations and practices and the overall planning of the Traffic management programs. Also, experience with describing shipments with a broad classification, rate and routing range using appropriate terminology in order to ensure the best value transportation services and rates. Specialized experience must include:1) Monitoring carrier performance by identifying carrier failure codes in keeping with regulations and procedures;2) Advising team on traffic management, logistics and transportation operation policies, principles and practices to ensure compliance;3) Preparing necessary documentation for all shipments, including non-routine and hazardous material using shipping systems;4) Computing shipment costs and certifying detention, redelivery, permit, and line haul charges to ensure charges are valid and in accordance with carrier contracts;5) Managing and mitigating problems with carrier and/or customers by researching regulatory rules, policies, and rate tenders to recommend a solution. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successfully completed a Ph.D. or equivalent doctoral degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
