You will serve as a Program Analyst involved in workforce and financial planning, execution, analysis, and reporting. You may support programs, projects, and/or institutional business operations, providing business management and systems expertise enabling directorate and/or Agency-wide oversight of program planning and control activities supporting timely and cost-effective mission objectives. The work will vary depending on each Center's role and responsibility to the mission.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Communicate with internal/external stakeholders to identify and obtain information for the integration of work products and to perform program assessments. Prepare presentations based on assessment studies and validated information and data.
Support business operational demands and utilize data management and analytics to maximize outcomes. Produce extensive written products to explain programmatic concepts, strategies, alternatives, and outcomes to leadership.
Prepare directives, issuances, memoranda, policy statements, legislative proposals, or other written guidelines and recommendations to introduce new initiatives and recommend effective operations consistent with policies and objectives.
Research and investigate new or improved business and management practices for application to operating and administrative programs.
Compile data and prepare financial, administrative and/or program reports. Reports may encompass workforce, programmatic, mission-oriented, and/or organizational issues.
Lead and/or serve on team(s) as the subject matter specialist or representative as appropriate.
Serve as an expert responsible for developing and/or interpreting guidance on program planning, execution, and evaluation.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Serving on teams to assist with completing projects or studies to evaluate organizational performance;
Assisting with identifying resource requirements (i.e., staffing funding, equipment, facilities) to support a program or project;
Analyzing or interpreting program or financial requirements, regulations, policy statements, or other similar guidelines or informational material to assist with determining the impact on program or project operations.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Participating in the development of plans for project teams and other groups to complete projects and studies to evaluate organizational performance;
Assisting with identifying resource requirements (i.e., staffing, funding, equipment, facilities) to support various levels of a program/project operational needs;
Analyzing and interpreting program or financial requirements, regulations, policy statements, and/or other similar guidelines or informational material to determine the impact on program operations.
