You will serve as a Management and Program Analyst in the Business Management and Analysis Branch of the Exploration Ground Systems Program, Program Planning and Control Division (LXB10) at the Kennedy Space Center and be responsible for the planning, development, and administration of program resource requirements.
Duties
Serves as senior organizational expert on budgeting, financial management, as well as cost and schedule integration.
Leads junior program analysts in the development of fiscal budget plans, workforce planning and analysis, cost performance trending analysis and contracts financial execution monitoring.
Performs evaluation of program and project plans to ensure cost, schedule, and technical integration, as well as risk balancing and ensuring resource allocations align with programmatic priorities.
Leads the Programming Planning and Budget Execution input development, ensuring coordination amongst stakeholders and recommending resource allocations based on priorities and needs.
Leads the development of inputs to programmatic products addressing external reporting or data requests.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

- This is a bargaining unit position - American Federation of Government Employees – Local 513.
- If the individual selected is currently at the GS-14 grade level, they will be detailed at their current grade and step. If the individual is a current GS-13 they will be temporarily promoted to the GS-14 level.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Formulating and presenting annual and multi-year budget estimates for assigned business areas and presenting to senior management as necessary;
Correlating and analyzing large amounts of quantitative data and qualitative narratives to justify budget estimates and monthly expenditures;
Applying analytic methodologies used to perform cost trend analysis, resource allocation and risk balancing across Program priorities.
