The Deputy Chief Financial Officer for Resources is seeking skilled individuals to serve as subject matter experts and provide expert evaluations to management in support of Institutional Programs and Projects.

Duties

Communicate with internal/external stakeholders to gather information and integrate work products and to perform program assessments. Serve as an analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation. Research/investigate new or improved business and management practices for application to operating and administrative programs. Compile data and prepare financial, administrative and/or program reports (e.g., budget scenarios, draft policies, briefing papers, programmatic summaries, and briefing materials) by performing complex data analyses. Lead or serve on teams as a subject matter specialist or representative to provide information and/or data-driven guidance. Support business operational demands and utilize data management and analytics to maximize outcomes. Collaborate and resolve issues across many functional and technical areas such as, finance, resources, contracting, etc. Serve as a senior Program Analyst and as the established expert for management of programmatic and financial information for a project or program. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • Position subject to pre-employment background investigation or higher level clearance. Investigation/Clearance may differ and be required based on the duties/location-Directorate/Division/Branch requirements
  • The location will be determined upon selection but must be at one of the locations indicated within the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Coordinating, monitoring, and performing work in all phases of resource planning and programming; Analyzing objectives, plans, schedules, cost estimates, or resource requirements and providing recommendations to stakeholders; Utilizing various data management tools, such as Excel, BOBJ, PowerBI, etc., to analyze and develop solutions to meet organizational goals and objectives in support of mission requirements.
