Duties

The Executive Director, Deployment and Sustainment reports to the Deputy Assistant Administrator (DAA) for Acquisition Program Management (APM), Transportation Security Administration (TSA). The Executive Director, DSD ensures that the acquisition, deployment, maintenance, and disposal of security equipment and property is structured to meet TSA's overall mission, strategy, and risk-based goals. The responsibilities of the position have agency-wide impact, including field operations, and influence that includes innovative and expert leadership in the coordination of planning, development, and evaluation of information and security capabilities resources. The Executive Director, Deployment and Sustainment: Serves on behalf of the Assistant Administrator (AA)/DAA on all issues impacting broad deployment, maintenance program, and property management activities. Assists APM Senior Leadership in establishing strategic direction and oversees a full spectrum of security equipment functions related to highly complex deployment and maintenance program operations. Shares overall responsibility with the AA/DAA on matters involving leadership and direction for ensuring that developed and implemented operational processes, security equipment and property, and performance measures support TSA's mission, vision, goals, and strategic objectives. Leads, administers, and coordinates the understanding of and compliance with Federal laws, regulations, and legislation such as the Aviation and Transportation Security Act of 2001 and aviation security screening equipment from acquisition through disposal to ensure effective administration and management of highly complex security programs, operations, and property management. Ensures the most efficient and effective deployment and maintenance of security capabilities. Provides subject matter expertise on aviation security processes and procedures, as executed in Federalized domestic airports, which apply documented methodologies to schedule, deploy, and maintain security equipment and related property at airport locations. Speaks and makes commitments within assigned area while exercising initiative and judgement. Provides general and broad guidance on overall agency policy and long-range goals.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. However, you MUST address all PTQs in your resume. Professional/Technical Qualifications (PTQs): 1. Demonstrated experience leading, administering, and coordinating aviation security equipment from acquisition through disposal to ensure effective administration and management of highly complex security programs, operations, and property management. 2. Demonstrated experience leading a security knowledge services organization in the efficient delivery of a broad array of new and innovative products and services to customers. 3. Demonstrated experience identifying the organizational impact of matters related to new or modified emerging requirements and infusing new technology to modernize programs. Executive Core Qualifications (ECQs): ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. FAILURE TO MEET OR FULLY ADDRESS EACH EXECUTIVE CORE QUALIFICATION AND PROFESSIONAL/TECHNICAL QUALIFICATIONS IN THE RESUME WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.
