This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Traffic Accident Investigator for Fort Hamilton's Police/Provost Marshall Division.

Duties

Serves as the subject matter expert for traffic collision response, investigations, reconstruction and traffic management operations. Applies advanced technical and analytical competences through the use of advanced specialized equipment and procedures while conducting traffic collision response. Executes special event support, motorcade security and escorts visiting dignitaries, and traffic enforcement. Assists and guides military and civilian police officers that do not specialize in traffic control, special event support, and collision investigations. Conducts long and short-term investigations when solutions cannot be achieved during the course of a normal patrol shift. Enforces the laws of the United States, the Uniform Code of Military Justice (UCMJ), and applicable local regulations involving persons and property. Operates the National Crime Information Center (NCIC) terminal to transcribe data, the Breath Alcohol Tester (Intoxilyzer) for suspected impaired drivers. Operates 3D laser scanning technology or similar system to gather high-precision measurements of collision scenes, Crash Data Retrieval Systems or similar systems to determine vehicle in motion statuses. Provides management advisory services in unusual and controversial situations which require the application of sound management principal guides and theories.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
  • Successfully graduated from a DOD, Federal, National or State approved Traffic Management and Collision Investigation (TMCI) course or complete within one year of hire date.
  • Successfully pass training, certification and qualification requirements. These include, but not limited to: weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training.
  • Successfully pass a pre-employment and recurring medical / psychiatric evaluation.
  • Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
  • Comply with and maintain the requirements of the Individual Reliability Program (IRP).
  • Pre-employment and random drug testing Required and IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position.
  • This position is designated as Mission Essential.
  • Incumbent must possess or obtain and maintain a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
  • Incumbent must be able obtain and maintain a valid Tier 3 (Secret) security investigation.
  • Shift work to include irregular and/or rotating shifts, evenings, nights, weekends and holidays.
  • Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Official Temporary Duty (TDY)/ Business travel up to 10% of the time may be required.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Duties require the incumbent to wear a prescribed uniform while on duty.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: 1) Conducting traffic law enforcement patrol in a motorized vehicle; 2) Enforcing laws, codes, and/or regulations involving persons and/or property; 3) Conducting traffic accident investigations; and 4) Preparing and/or reviewing traffic accident investigations and/or technical reports of investigative findings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
