Duties

Serves as Administrative Section Chief and primary advisor in the long-range planning of programs and objectives. Oversees timekeeping, purchasing program and serves as Billing Official. Develops programs on a multi-year basis in consultation with Soo Area Office and District Operations. Develops costs for each accounting element such as contracts, support, overhead, training, engineering, and design from analysis of project requirements. Coordinates and adjusts estimates as necessary during the midyear budget review as required. Reviews program submittals for compliance with rules, regulations, and procedures prescribed by USACE and higher echelons within Army and Office of Management and Budget (OMB). Serves as liaison with other technical Divisions and activities for programs accomplished under the Civil Works and IIS/WFO Programs. Serves as a Team Lead responsible for coaching and mentoring others, balancing workload requirements, and coordinating priorities Prepares and/or collaborates on development of exhibits, reports and correspondence for project information presentations at meetings of public, civic, and other interests as needed during project development. Prepares materials for and presents data depicting scheduled and actual obligations to the Project Review Board. Arranges the transfer of funds between project work items as necessary to maintain the needed funds in the proper accounts.

You must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes (1) financial and budget analysis for civil works projects involving the use of financial management software, such as USACE P2 (Primavera) and CEFMS; management of revolving fund accounts; manpower analysis; and development of reports based on data analysis (2) development, review, and auditing of standard operating procedures; interpretation and implementation of regulations and policies; reviewing and recommending changes to workflow processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
