About the Position: Serve as Program Analyst for the Detroit Operations District, Operations Programs Branch, Sault Ste. Marie Project Office, Admin Section, Sault Ste. Marie, MI. Performing duties from resource management, budgets, procurement, project management and controls. If selected at the GS-05 or the GS-07 additional testing will be required to qualify.

Duties

Offers guidance based on a detailed knowledge of the policies, precedents, objectives and regulations that govern budget creation and execution. Performs the full range of budget review, analysis, certification, programming, validation, formulation, execution, justification, and presentation duties. Reviews and analyzes cost reports to assure that charges are authorized and appropriate. Analyzes deviations due to changes in mission, technology, functions, or organization. Resolves imbalances with Program Managers to obtain justifications and/or corrective actions. Prepares a wide variety of program reports for upward reporting, monthly program status reviews, and other program data calls as required. Prepares complex status reports such as "one-time" or “special” statistical reports.

  • Financial Management Level 2 certification is a requirement of the position, must obtain certification within 24 months of appointment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Qualify for GS05: Specialized Experience: I have three years of progressively responsible general work experience with one year of that experience equivalent to the GS-04 grade level, which includes Experience performing procedural and administrative work of an office, such as performing a full range of standard clerical duties to assist higher level employees in the areas of budgeting, financial management and resolution to customer service issues/problems relating to administrative processes. OR Education: Bachelors degree education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management or Financial Management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Qualify for GS07: Specialized Experience: I have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes Evaluate and improve program management and business processes; monitor administrative processes and functions for efficiency and effectiveness; experience using computer and automation systems; administrative technical work that demonstrates analytical ability and practical knowledge of functions, processes, and principles of management. OR Education: Completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Business Administration, Finance or Accounting. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement: Completed a bachelors degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (Note: You must attach a copy of your transcripts.) OR Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Qualify for GS09: Specialized Experience: I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes formulate, plan, implement, track and evaluate work and its associated requirement for a project or program; monitor budgets and assist with budget estimates; retrieve current and historical financial data from computer systems; monitor obligations, expenditures and important milestones. OR Education: Completed a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management or Financial Management. (Note: You must attach a copy of your transcripts.) OR Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Qualify for GS11: Specialized Experience: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes Experience identifying, managing, and integrating resource requirements, scope, budgets, schedules, quality, procurement, risk, and customer relationships as required for program accomplishment; experience with a Project Management Business Process, project/program management systems configuration management, and project controls. OR Education: Completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management or Financial Management. (Note: You must attach a copy of your transcripts.) OR Combination: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
