This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Assistant Commandant for Response Policy, Director, Emergency Management, Office of Marine Environmental Response (CG-MER), Great Lakes Center of Expertise (GLCOE), located in Sault Ste. Marie, MI.
Duties
You will serve as a Management and Program Analyst primarily responsible for supporting national and international oil spill research efforts pursued by the Coast Guard (CG) in relation to fresh water, cold weather environments, and the Great Lakes. You will also be responsible for assessing the strategic priorities and assisting in action plan developments, targeting improvements in both effectiveness and efficiency of priorities and objectives in support of oil spill research in the Great Lakes and other freshwater bodies; supports the scientific work of the office through development and maintenance of novel administrative, finance, acquisition, and staffing strategies; maintains, tracks and reports metrics that enable project management duties; and facilitate internal and external outreach related to research.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for the GS-9 level: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-7) that is similar to experience gained in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet the specialized experience below:
Assists with running and analyzing basic budget reports from a financial system; AND
Assists with preparing budget estimates, fiscal analyses, or analyze return on investments for a program/project; AND
Assists with producing communication or informational products for websites, briefs, and presentations AND
Making recommendations to a project or the following program areas: performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.
OR
A master's or equivalent graduate degree;OR2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.ORA combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.
To qualify for the GS-11 level: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-9) that is similar to experience gained in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet the specialized experience below:
Running and analyzing budget reports from a financial system; AND
Preparing budget estimates, fiscal analyses, or analyze return on investments for a program/project; AND
Making recommendations for changes in order to improve the efficiency of administrative support or program operations; AND
Producing communication or informational products for websites, briefs, and presentations.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
OR
A combination of education and experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.
To qualify for the GS-12 level: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-11) that is similar to experience gained in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet the specialized experience below:
Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; AND
Developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs; AND
Advising on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations; AND
Leading or providing oversight to a project or the following program areas: performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.
NOTE: There is no educational substitution at this grade level.
