You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Naval Facilities Engineering Systems Command (NAVFAC) within the Public Works (PW) Core Division at the Echelon IV Command of NAVFAC SOUTHWEST.

Duties

You will establish priorities and procedures to complete administrative work requirements and data calls within desired timeframes. You will compile information needed to complete reports recommending improvements to program operation You will observe work in progress to identify problem areas (e.g., workflow, work methods, processes, procedures, task distribution, overall workload, forms, record keeping) requiring resolution. You will present findings and recommendations (e.g., briefings, staff reports, project papers) of management studies for improvement of program processes. You will write reports to provide status of updates in verbal and written format.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Prepares briefs, point papers and special reports and delivers to higher level management and headquarters; 2) Serves as an advocate consultant and mentor for the PW Directorates community to enhance employee training, mentoring, career progression, and retention; 3) Collects, compiles, records and maintains program data; 4) Prepares statistical reports as required. and advises on strategies for targeted hiring needs to aid in maintaining workforce-funded levels. NOTE: All experience must be fully demonstrated in your resume. FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Knowledge of requirements and procedures of TWMs and Manpower/Billet Information to participate in planning meetings, recommend to subordinate activities processes to complete special projects, and qualitatively review and evaluate the performance of the organization; 2) Organizations, contracting resources, various funding streams, manpower billets, and labor resources and expenses required to plan and control the project cycle of identifying requirements and resources and monitoring execution to plan; 3) Create accurate manpower workload data analysis reports and competitive and non-competitive Pre-Recruitment Management (PRMs) for various type of recruitments to include required appropriate documents, 4) Organizing and delivering briefings to management to encourage and ensure understanding and acceptance of findings and recommendations.
