You will serve as a Program Analyst in the Strategic and Theater Sealift Program Office (PMS 385) of PROGRAM EXECUTIVE OFFICE SHIPS.
Duties
You will lead a team of engineers and analysts responsible for acquiring and converting used commercial ships into strategic sealift ships.
You will serve as management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas.
You will lead studies, surveys, reviews, and/or research projects to evaluate program accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations.
You will analyze requirements to develop program reporting including the specifications, data gathering and analytical techniques, and evaluation methodology.
You will analyze changes to requirements as the system specification evolves, and perform configuration management duties of system specification, to include understanding cost and schedule impacts of specification changes.
You will execute program plans to achieve milestones and requirements for the full scope of activities associated with acquisition issues.
You will provide long range plans for the cost, performance, schedule of diverse teams and acquisition efforts within the scope of assigned areas
You will prepare coordinated reports, presentations and briefings in support of program actions.
You will ensure program schedules are met within workforce and fiscal resources.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-2) or grade level (GS-11) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and/or executing acquisition activities (e.g., research, development, acquisition, life cycle support, contracts, scheduling, studies, etc.) for a ship or modernization program.
