About the Position: This is a permanent position with US Army, Humphreys Engineer Center Support Activity (HECSA), Aviation Program located at Huntsville, Alabama.

Duties

Serves as the U.S. Army Corps of Engineers (USACE) Program Lead and Operations Officer for Group 1-2 Small Uncrewed Aircraft Systems (SUAS). Responsible for efficient and effective program execution to provide proficient, ready Aircraft Operators (AOs) able to safely deliver aerial data. Coordinates with leaders across the enterprise to ensure uniform application of Federal Aviation Administration (FAA), Department of the Army (DA), and U.S. Army Corps of Engineers (USACE) regulations and policies. Serves as the principal advisor to the Aviation Program Manager on all aspects of SUAS operating standards, crew member qualifications, and flight approvals. Monitors fleet-wide compliance with country of origin and configuration control requirements of the National Defense Authorization Act (NDAA).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must complete the Contracting Officer’s Representative (COR) credential upon initial position assignment.
  • Requires temporary duty (TDY) travel up to 30% of duty time to various CONUS/OCONUS locations where USACE aviation activities are performed.

Specialized Experience: One year of specialized experience which includes: 1) Delivering aerial data in accordance with Department of Defense (DoD) and Army requirements; 2) Participating in Army and National-level airspace committees to influence rules and regulations concerning Public Aircraft Operations (PAO) in the National Airspace System; 3) Conducting data analysis to identify trends, risks and opportunities for improvement in aviation operations and policy AND 4) Collaborating with stakeholders to ensure aviation policies align with strategic goals and regulatory frameworks. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Aviation OperationsDecision SupportOrganizational DevelopmentOrganizational Performance Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
