You will serve as a PROGRAM ANALYST in the Recruiting Policy and Programs Division
(N35) of NVRECRUITNGCMD.
GS-11 PAY = $72,553 to $94,317
GS-12 PAY = $86,962 to $113,047
Duties
You will provide specialized knowledge and expertise of Navy recruiting and retention policies in support of Navy Recruiting Command's
enlisted and officer recruiting management and mission requirements.
You will draft written correspondence in response to congressional inquiries.
You will oversee the analyses of recruiting and acquisition programs to maintain program efficiency.
You will review processes of systemic requirements analyses for an enlisted and officer recruiting program.
You will develop methods to accommodate research efforts for new and changing recruiting programs and requirements.
Requirements

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS 12 Applicants:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting, analyzing , and determining impacts of higher level policy on DoD recruiting operations; 2) Conducting research and determining proposed courses of action for enlisted recruiting related activities; 3) Gathering information to identify trends and develop actionable solutions to military recruiting shortfalls; 4) Drafting military policy, decision memorandums, and directive guidance to manage recruiting activities; 5) Communicating recruiting strategies and directives with commands and agencies.
GS 11 Applicants:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing impacts of policy on DoD recruiting operations; 2) Conducting research and determining proposed courses of action for enlisted recruiting related activities; 3) Identifying trends and develop actionable solutions to military recruiting shortfalls; 4) Drafting military policy and directive guidance to manage recruiting activities; 5) Communicating recruiting strategies and directives with management.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS 11 Applicants may substitute education in lieu of specialized experience as follows:
- I have successfully completed a Ph.D. or equivalent doctoral degree,
OR
- I have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree,
OR
- I have successfully completed an LL.M. degree that is related to the position being filled.
