You will serve as a Financial Management Analyst in the Financial Operations and Systems of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will develop and/or recommend changes in funding and budget plans that may require revisions to substantive programs. You will resolve issues in work environments that continually change program objectives and funding requirements. You will use many different and unrelated analytical techniques and methods relative to substantive agency programs with widely varying goals. You will analyze financial data to advise managers or senior leaders on costs, fiscal allocation, labor funds management, or budget preparation. You will incorporate financial data input into various briefs or products. You will initiate corrective action on errors found in financial systems.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishments of priority work without adverse effect on regular and recurring work; 2) Utilize integrated federal management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity; 3) Analyze and recommend costs and benefits of alternative methods of financial management of the organization's programs and administrative operations; and 4) Prepare various financial reports, justifications, charts, graphs, statistical and narrative data, ect. For top-level presentations and briefings to improve operations, correct deficiencies, and prevent recurrent of problems.
