Duties
You will perform and or advise on work in any of the phases or systems of budget administration.
You will formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget resources; control, and reporting of obligations and expenditures.
You will develop, determinations, and interpretations of budgetary policies and practices.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may required travel from normal duty station.
Qualifications
For GS-11 level, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following: 1) Performing and or advising on work in any phases or systems of budget administration; 2) Formulating budgets and estimates to support plans, programs, and activities including presenting and defending budget estimates before authorities; 3) Reviewing and evaluating budget resources; control, and reporting of obligations and expenditures; 4) Developing, determinations, and interpretations of budgetary policies and practices; and 5) Analyzing and recommending costs and benefits of alternative methods of financial management of programs and administrative operations.
For GS-09 level, Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following: 1) Applying financial management theories, practices, methods, and techniques to accomplish budgetary assignments; 2) Interpreting cost account categories, lines of accounting and appropriations in budget formulation; 3) Reviewing budget resources, obligations and expenditures; 4) Interpreting budgetary policies and practices; and 5) Recommending costs and benefits of alternative methods of financial management of programs.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR THE GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related.
FOR THE GS-09:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related.
